The Indochinese Cultural & Service Center was founded in May 1976 by Vietnamese, Chinese, and Laotian refugees living in Portland. Beginning in 1979, operations began out of the Neighborhood House located at 3030 SW 2nd Avenue. The organization continues its services today as the Immigrant & Refugee Community Organization.

Indochinese Center: Now operating at The Neighborhood House, a 1910 settlement house. A National Historic Landmark, the building is restored to its original purpose of helping refugees and immigrant resettle in America.
