Title: Bull Run Filtration Pipelines Project S-03 RFP-06 Sand Pump Station Work

Bid Due Date: July 16, 2025 by 2:00 pm

James W. Fowler Co. is requesting subcontract pricing for all costs associated with: Quality Control; Surveys; Concrete; Rebar; Concrete Cutting & Boring; Metals; Metal Fabrications; Thermal & Moisture Protection; Painting & Coating; Cathodic Protection; Geotechnical Instrumentation & Monitoring of Earthwork; Excavation & Fill; Dewatering; Shoring; Aggregate Surfacing; Utilities; Auger Bore/Utility Pipe Jacking; Dump Trucks; Mobile Welders; and Water Dechlorinators.

Scope of Work: Includes construction of new BRSPS suction pipeline, valve manholes, cathodic prevention features, and Owner-furnished pump cans and other work as described below. The BRSPS Phase 1 construction is to be performed by the Contractor, who is currently constructing PWB’s new water filtration plant facility located along Carpenter Lane in Multnomah County. The project location is indicated on the Drawings.

Approximately 72 ft of cathodically-protected 20-inch diameter ductile iron (DI) suction pipe connected to a feed line from the PWB’s Finished Water Pipeline. Two new valve manholes with anti-buoyancy measures, approximately 43 ft deep, housing two 16-inch butterfly valves each, connecting the 20-inch diameter DI suction pipe to the four new Owner-Furnished pump cans with cathodically-protected 16-inch diameter DI pipe. Four new Owner-Furnished pump cans will be installed and terminated above grade for future BRSPS pump installation by a separate Phase 2 contractor. The cathodic protection system for the DI pipe includes zinc coating, V-Bio polyethylene wrap, joint bonds, electrical isolation, and test stations. Rough site grading in preparation for future work. Other miscellaneous work as shown and specified, including erosion control, painting and coating, and other restoration measures as required.

J.W. Fowler will assist M/W/DBE subcontractors in obtaining necessary equipment, supplies, or materials. We are also available to help in obtaining bonding, lines of credit and/or insurance to M/W/DBE subcontractors. Please complete all negotiations 24 hours prior to bid opening. We also encourage the utilization of apprentices for this project.
